What Is the 9/11 Victim Compensation Fund?

The September 11th Victim Compensation Fund (VCF) is a federal program that provides compensation to people who were physically harmed or became ill because of the September 11, 2001 attacks or the rescue, recovery, and debris-removal efforts that followed. It covers eligible first responders, recovery workers, volunteers, and survivors, including people who lived, worked, or attended school in the NYC Exposure Zone, who later developed a certified 9/11-related health condition.

Who is eligible for the VCF?

Eligibility generally requires three things: presence in the NYC Exposure Zone or another 9/11 crash site during the relevant time period, a physical health condition certified as 9/11-related by the World Trade Center (WTC) Health Program, and timely registration with the VCF. Certification through the WTC Health Program is the step that links your diagnosis to your 9/11 exposure for VCF purposes.

What conditions does the VCF cover?

The VCF covers a wide range of certified physical conditions, including many cancers, respiratory and digestive conditions, and other illnesses connected to the toxic dust and debris from the attacks. The WTC Health Program maintains the list of covered conditions and handles certification. The VCF does not compensate for mental health conditions on their own, though they may be considered alongside a certified physical condition.

How are VCF awards determined?

The VCF calculates each award individually. It combines your economic loss (such as lost earnings and out-of-pocket costs) and your non-economic loss (pain and suffering), then subtracts any collateral offsets, meaning payments you already received for the same condition, such as disability pensions or settlements. Because every claimant’s losses are different, there is no single or fixed award amount.

Is there a deadline to file a VCF claim?

Yes. The VCF has registration deadlines that depend on when your condition was certified, and missing a deadline can affect your ability to file. Because the timing rules are specific to each person’s situation, it is important to register and seek guidance as early as possible rather than waiting.
